Former Commandant of the Police Training College (PTC) Lahore Mehboob Aslam Lilla has been made an officer on special duty (OSD) after a Punjab government inquiry found alleged corruption and financial irregularities of more than Rs226 million at the institution during his tenure.
Lilla, who most recently served as deputy Inspector General (DIG) of the Elite Force, has also been recommended for a regular inquiry by the Establishment Division in Islamabad.
The move follows an investigation into the college’s finances that held him and eight other officials responsible for alleged corruption, fraud and forgery.
The inquiry committee, headed by Punjab Additional Inspector General Investigation Shahzada Sultan, concluded that allegations involving “corruption, bogus inspections and fake billings” had been established.
Welfare and Finance Assistant Inspector General Rana Masoom was also a member of the panel.
The committee was formed on the orders of Chief Minister Maryam Nawaz after an internal audit uncovered irregularities in the college’s accounts during Lilla’s 32-month posting as commandant.
The inquiry identified irregularities across more than 12 accounts. These included Rs4.1 million allegedly misappropriated from training aid, Rs90.7 million from funds provided by the Punjab Enforcement and Regulatory Authority and Rs20 million allocated for free meals for staff under training.
The report described Lilla as the “sanctioning authority” and said that the alleged corruption was established through bogus paperwork, inspection reports and financial entries.
DSP Shahid Javed, a senior clerk/accountant and six other PTC employees were also held responsible for alleged wrongdoing.
The Punjab government has sent the report to Anti-Corruption Punjab Director General Sohail Zafar Chatha for criminal proceedings against those found responsible, a senior official said.
Vendor Yasir Ayub was identified as a key suspect. The report alleged that he used five or six private companies to divert PTC funds and exercised significant influence at the college.
Staff allegedly referred to him as the “deputy commandant” because of his backing from the college’s senior leadership.
The financial concerns surfaced after retired DIG Capt Sohail Chaudhry replaced Lilla as PTC commandant in February 2026.
He recommended an internal audit after noticing irregularities, prompting Inspector General Abdul Kareem to send a team led by Punjab Highways Patrol DIG Raja Faisal.
