The Federal Investigation Agency (FIA) has arrested Tehreek-i-Labbaik Pakistan’s (TLP) North Punjab emir, Syed Inayatul Haq Shah, over alleged terror financing linked to the party’s violent march in October 2025.
A Lahore court has granted the FIA nine-day physical remand of Shah, who was among eight alleged key financiers arrested by the agency’s Counter Terrorism Wing (CTW) in Lahore, Islamabad and Rawalpindi.
A senior FIA official said Shah was arrested after investigators traced his location to Rawalpindi.
The official said the investigation had identified around 1,800 suspected bank accounts allegedly used by Shah, members of his family and other suspects to channel funds to the banned party.
The FIA said Shah and his associates withdrew Rs13.4 million in cash from a madrassah account on Oct 13 and 14, 2025, when the TLP march was travelling from Lahore towards Muridke.
The agency considers the withdrawals significant because of their timing and has alleged that the money was used to finance the mobilisation.
“We have arrested the key figure of the TLP, Syed Inayatul Haq Shah, in the case registered against him with the police station of the counter terrorism circle Lahore,” the FIA official stated.
The First Information Report (FIR) said the agency conducted financial profiling and counter-terrorism financing analysis of TLP leaders, financiers, associates and related individuals in connection with the October mobilisation.
It said investigators examined transactions made between Oct 9 and 15, 2025, and identified substantial financial activity involving Shah and his father Syed Ziaul Haq Shah through personal and religious institution accounts.
The FIA said the two men had been asked to explain the source, purpose, authorisation and use of Rs13.4 million in cash withdrawals but had failed to appear before investigators.
