Federal Minister for Parliamentary Affairs Tariq Fazal Chaudhry on Wednesday tabled a motion in the National Assembly (NA) seeking parliamentary approval of the presidential proclamation of emergency in Khyber Pakhtunkhwa (KP).

The NA resumed its session at Parliament House in Islamabad, with Speaker Sardar Ayaz Sadiq presiding. The House approved a motion by majority vote to suspend Question Hour and take up the emergency proclamation issued by the president on October 11, 2026.

Chaudhry presented the proclamation, issued under Article 232 of the Constitution, before the House. A motion seeking parliamentary endorsement of the emergency was then tabled and Law Minister Azam Nazeer Tarar opened the debate.

Tarar said that presenting the proclamation before Parliament and securing its approval was a constitutional requirement.

He said that the emergency had been imposed in response to internal disturbances in KP and what he described as the provincial government’s lack of seriousness in tackling terrorism.

The law minister pointed out that 3,787 terrorist incidents had been recorded in the province over the past year.

He criticised the KP government for focusing on political activities instead of addressing the province’s security challenges. Tarar also referred to concerns raised by the KP governor, who had complained that the provincial government was giving greater attention to politics than counterterrorism.

According to Tarar, the governor had conveyed the situation to the president and the prime minister through a letter.

The law minister maintained that the constitutional option of imposing an emergency had been exercised as a last resort after thorough deliberations, with the stated aim of protecting the lives and property of people in KP.
