Inter-Services Public Relations (ISPR) Director General (DG) Lieutenant General Ahmed Sharif Chaudhry on Friday said loyalty to the state was the fundamental constitutional duty of every Pakistani, arguing that citizens must fulfil their obligations under the Constitution before bringing up their grievances.

Addressing a press conference on the country’s security situation, Lt Gen Chaudhry referred to Article 5 of the Constitution, which states that loyalty to the state is the basic duty of every citizen, while obedience to the Constitution and the law is the inviolable obligation of every Pakistani.

“We all talk about our grievances and our rights,” the military spokesperson said. “But before all this, we have obligations. Constitutionally, Article 5 reads that loyalty to the state is the basic duty of every citizen. We should be loyal to the state and obedient to the Constitution.”

The remarks came as the ISPR chief outlined Pakistan’s counterterrorism campaign, particularly in Balochistan.

According to Lt Gen Chaudhry, security forces have conducted 40,384 intelligence-based operations (IBOs) – a security mission launched on the basis of intelligence gathered about suspected militant activity – since the start of 2026.

He said security forces were conducting nearly 194 IBOs every day and had killed 2,084 terrorists so far this year, averaging around 10 militants eliminated daily.

Lt Gen Chaudhry said security forces had also responded to 3,145 terrorism incidents in 2026, including 1,971 in Khyber Pakhtunkhwa (KP), 1,148 in Balochistan and 26 elsewhere in the country. He added that 819 Pakistanis had been killed in terrorist attacks this year, including 303 military personnel, 194 members of police and civil armed forces and 322 civilians.

He also said 28 suicide bombings had taken place this year and reiterated that the increase in engagements reflected a more proactive counterterrorism strategy rather than a deterioration in the country’s security situation.
