Lahore’s district administration will begin registering kite manufacturers and producers of related material from September 5 for Basant 2027, with the festival scheduled to take place from March 12 to 14 next year.

Manufacturers will be required to register through the dedicated Basant-2027 portal and obtain a No-Objection Certificate (NOC), or official clearance, before beginning production, Lahore Deputy Commissioner (DC) retired Capt Muhammad Ali Ijaz said.

He said manufacturing sites would be monitored and inspected by district administration teams to ensure prohibited kite-flying material was neither produced nor supplied.

The registration process is intended to give authorities more time to scrutinise manufacturers and ensure an adequate supply of approved kites and material at affordable prices.

In a message posted on X, the deputy commissioner said only kites of approved sizes and cotton string would be permitted during Safe Basant 2027.

He said the administration would adopt a zero-tolerance policy towards chemical-coated string and metallic wire.

According to reports, the Lahore administration confirmed that registration at this stage would be limited to manufacturers. Kite sellers, traders and associations would be allowed to register in January or February, with the dates to be announced later.

The administration pointed out that permitted string, commonly known as pinna, and cotton thread would have to meet prescribed specifications.

Manufacturers will need clearance before production, while special teams will monitor facilities and the production process.

The move follows Lahore’s return to Basant in February this year after an 18-year hiatus. The Punjab government allowed the festival from February 6 to 8 under the Punjab Regulation of Kite Flying Act, 2025, after the Punjab Assembly passed the legislation in December 2025.
